Since March 2014, Tokyo Electric Power Company Holdings, Incorporated (TEPCO Holdings) has assisted with Serbia's national energy conservation activities through the Japan International Cooperation Agency (JICA) initiative, "Project for Assistance of Enhancement of Energy Management System in Energy Consumption Sectors in the Republic of Serbia (March 2014 - April 2017)". The "Serbian Energy Efficiency Center", which is located in University of Beograd (in Belgrade City), was established today as an official Serbian training organization, with the full support of TEPCO Holdings.

The Republic of Serbia (Serbia) aims to become an EU member state by 2020 and is required to adopt the EU Directive on Energy Efficiency1 as a condition for EU accession. To fulfill the condition, Serbia has adopted the "Energy Management System" scheme, which has been in operation in Japan since 1979. The scheme starts in 2017 and will oblige designated organizations that exceed a certain amount of energy consumption to assign Energy Managers, who are persons qualified through training at the Center, and submit Periodic Reports on energy savings achieved through their energy efficiency measures. Designated organizations are factories and buildings2, as well as facilities of the Central Government and Local Self-Government Units. At present, the Center has just started the official training program to train and qualify Energy Managers in preparation for the start of the scheme next year.  

TEPCO Holdings assisted in the scheme design for Serbia's Energy Management System through a JICA Development Study (2009-2011)3 and then the preparation of the "Law on Efficient Use of Energy", which was adopted in March 2013, including the content of the Energy Management System. In this Project, since 2014 TEPCO Holdings has continuously assisted in the creation of the Energy Management System by providing support for the preparation of secondary legislation, creating the training and qualification system for Energy Managers and Energy Auditors, aiding with the procurement and construction of training facilities, and devising training for instructors, etc.
 
TEPCO will continue to vigorously promote measures and technologies that are in harmony with and work towards protecting the global environment, as well as support energy efficiency in other countries via the utilization and dissemination of our accumulated experience and know-how. 

 

1"EU Directive 2012/27 on Energy Efficiency" is a directive that stipulates targets and guidelines for the achievement of energy efficiency. However, concrete measures are determined by each country.

2 Serbia's Energy Management System targets organizations which have a factory site exceeding 2,500 toe/year of consumption or a building site exceeding 1,000 toe/year in the industrial and commercial building sector. 

3"Study for Introduction of Energy Management System in Energy Consumption Sectors in the Republic of Serbia" was the name of the development study. TEPCO Holdings conducted a basic survey on energy efficiency in Serbia, a scheme proposal and implementation plan for an Energy Management System in Serbia, capacity development for the Serbian counterpart in planning and implementation, etc.
