FAQ regarding Permanent Compensation for Nuclear Damages by the Accident at Fukushima Daiichi Nuclear Power Station and Fukushima Daini Nuclear PowerStation (for damages suffered by individuals)

Scope of compensation

(Q1) How did you determine the content of compensation?
(A1)

We set out the standard for compensation based on "the interim guidelines governing nuclear disaster compensation due to the accident at Fukushima Daiichi and Daini Power Stations" (the "Interim Guideline") decided by Dispute Reconciliation Committee for Nuclear Damage Compensation. (Q2) Can't I claim compensation for damage items not indicated in the Interim Guideline?
(A2)

We set out the standard for compensation per the Interim Guideline. As for damage items not indicated in the Interim Guideline, we would like to confirm the situation to ascertain the relationship with our Nuclear Power Station accident. Please make a telephone call to our call center.

 

Treatment of interim compensation

(Q3) I received interim compensation. How will this be treated?
(A3)

As for interim compensation we already paid, we will deduct from the permanent compensation when we pay.

 
(Q4) If the amount of permanent compensation this time is lesser than that of interim compensation we received so far, do I have to repay to TEPCO?
(A4)

No, even if the amount of permanent compensation this time is lesser than that of interim compensation TEPCO paid, you don't need to repay the balance this time (we will settle the balance at future payments of permanent compensation).

 

Incremental living expenses out of evacuation expenses

(Q5) Are incremental living expenses out of evacuation expenses subject to compensation?
(A5)

As for the incremental living expenses out of evacuation expenses, per the Interim Guideline, we will pay in principle a fixed amount as part of "noneconomic damage caused by the living in evacuation".
However, as to furniture and household goods indispensable for a living, if you additionally bought during evacuation because of reasonable reasons such as it was impossible to bring out of the home, we will compensate for the actual costs to the extent necessary and reasonable.

<Example of items subject to compensation> Updated on November 15

· Household appliances: TV, rice cooker, microwave, electric pot, refrigerator, washing machine, air-conditioner, heating appliance, toilet seat with warm jet spray, etc.
· Others: furniture, bedding, curtain, carpet, school uniform, ceremonial suit, work/business clothes, studless tire, etc.
※ If it was possible to transfer furniture and household goods you have been using, the cost for new purchase is not subject to compensation. In principle, we pay for the transfer cost for furniture and household goods.
※ As for the incremental expenses for consumables such as daily clothes and daily commodities and fuel and lights, we will compensate in principle, as part of the "non-economic damage" mentioned above.
Please note, however, that as for the daily clothes additionally purchased by those living within the evacuation and deliberate evacuation areas because they were unable to carry out with them, we will compensate them within necessary and reasonable range by considering the circumstances.

<The method for compensation>
Please write the name of items, amount and the reason of purchase (such as it was impossible to bring out) in "C other details for compensation" of the application, attach documents evidencing purchase (receipt, warranty etc) and apply.
If you lost the receipt etc, we would like to confirm the situation individually.
 

Noneconomic damage for living in evacuation shelters etc

(Q6) The amount of compensation for evacuation shelters and hotels are different. If I move from an evacuation shelter to a hotel within the same month, how can I apply for compensation?
(A6)

If you move from an evacuation shelter to a hotel within the same month, please select "A: evacuation shelter, gymnasium, public hall" for that month and apply.

 
(Q7) I evacuated on March 31, 2011. Can I apply for March?
(A7)

Yes. If the duration of evacuation begins within that month even one single day, we pay for that month.

 

Evacuation and returning home expense

(Q8) I used public transportation when we evacuated. As such, I do not have the details of transportation expenses. What shall we do?
(A8)

If you used public transportation when you evacuated, you don't need to submit the details. We will pay the standard transportation expenses (for other transportation) set out in the "A guide for applying for compensation".

 
(Q9) If I used a private vehicle when we evacuated or returned home, what compensation can I receive?
(A9)

If you used a private vehicle when you evacuated or returned home beyond the prefectural border, we will pay the standard transportation expenses (for private vehicle) set out in the "A guide for applying for compensation".

 
(Q10) If a family split and evacuated to different places, is the cost for going back and forth between those places subject to compensation?
(A10)

In principle, we will pay the standard transportation expenses set out in the "A guide for applying for compensation" to the extent necessary and reasonable.

<The method for compensation>
Please write the reason, the date of transportation and the travel expenses in "C other details for compensation" of the application.

 
(Q11) If I evacuate and stay at a relative's house and pay a reward, is that subject to compensation?
(A11)

We are considering the treatment of a reward if you evacuate and stay at a relative's house. As soon as the direction is determined, we will announce.

 

Temporary returning home expense

(Q12) How many times can I temporarily return home and you compensate?
(A12)

In principle, we compensate for the temporary returning home expenses for once a month. Once the instruction for "evacuation" is lifted, we will compensate for the reasonable period after that. However, if there are circumstances beyond once a month such as you could not finish transferring furniture and household goods, we would like to confirm the circumstances.

 
(Q13) I already applied for the temporary compensation for transportation expenses and accommodation expenses for temporarily returning home. As for this permanent compensation, what shall I do?
(A13)

If there is remaining balance of temporary returning home expenses you have borne (transportation expenses, accommodation expenses, furniture and household goods transfer expenses and decontamination expenses) but haven't yet invoiced, please ask for compensation by the application for compensation. As for amounts already compensated by the temporary compensation, that is no longer subject to compensation.

 

Cost for life and bodily injury

(Q14) After evacuation, my family member passed away at the evacuation shelter. Can I ask for compensation?
(A14)

If you have a family member who was injured, health deteriorated, got illness and passed away due to the obliged "evacuation etc", we will transact on an individual basis. Please inform us by "C other compensation detail" of the application for compensation.

 
(Q15) In page 19 of "A guide for applying for compensation", ④ life and bodily injury "transportation expenses" "accommodation expenses" states that "compensation for transportation expenses (accommodation expenses) is limited to persons we compensate for the medical expenses". If I am exempted from medical expenses, can't I receive compensation for travel expenses in going to the hospital etc?
(A15)

Even if you are exempted from medical expenses, if you submit the medical certificate or hospital record, we will check the date of going to the hospital and pay. In "A guide for applying for compensation", "persons we compensate for the medical expenses" is "persons subject to life and bodily injury" (※)and does not mean to limit to persons actually bear the medical expense.
(※)persons who were injured, health deteriorated, got illness because of the forced "evacuation etc" (evacuation, stay outside of "areas subject to evacuation" and indoor evacuation) or paid for preventative treatment for deterioration of health due to the forced "evacuation etc".

 
(Q16) As I am exempted from medical expenses, I don't have receipt so I cannot demonstrate that I went to the hospital. Do I have to submit the medical certificate in order to ask for compensation for the travel expenses to the hospital?
(A16)

Without the medical certificate is fine. We would like you to ask the hospital you are going to fill the "hospital certificate" (you can download from our website), send to us with the application for compensation. We will review the content and will pay the travel expenses to the hospital and noneconomic damage for going to the hospital.
If the cumulative amount of copayment and deductible or noneconomic damage for going to the hospital reaches or exceeds JPY 100,000, we would like you to send us the medical certificate and a letter of consent at the next time when you submit the application.

 

Damages for incapacity to work etc

(Q17) I cannot get in touch with the company. The only evidence of my employment is the insurance cards. What shall I do?
(A17)

We will compensate for the reduction of revenue if you submit us a copy of the insurance card and a document that evidences the average monthly salary, such as income tax payment certificate for 2011. If you cannot submit the document that evidences the average monthly salary, we pay JPY 30,000 per month. If you can put together necessary documents later, if you submit, we will check the content and pay for the balance additionally.

 
(Q18) It takes approx 2 months to have Nenkin teiki bin (personal info in relation to pension such as payment record of the insurance premium and the anticipated amount of pension to be paid by Japan Pension Service) reissued. Isn't there a faster way?
(A18)

Instead of "Nenkin teiki bin" Japan Pension Service is printing "Reference of pension record (print for mail)" and mailing. We are using that reference of pension record as the certificate instead of "Nenkin teiki bin".

 
(Q19) On March 11, 2011, I worked at two companies. How can I fill the application for compensation?
(A19)

We would like you to write the total aggregate salary of these two companies and submit the application.

 
(Q20) Within the same month, there are periods for suspension (no income at all) and periods for reduced income (receiving income from the same place of work or the new place of work). Which part should I write?
(A20)

If there is one single day for suspension, we would like you to treat the entire month as compensation for suspension and fill the number of months.

 

Examination expense (person)

(Q21) I went to have the radiation examination by the municipalities. The examination itself was free of charge but had to pay travel expenses. How can I ask for compensation?
(A21)

The travel expenses for the examination is subject to compensation even the examination itself is free of charge. We would like you to attach the certificate for examination to the application for compensation and submit.

 

The flow from submission of the application and receipt of compensation

(Q22) After I submit the application of compensation, what will happen?
(A22)

As soon as we receive the application, we will send out "notification of receipt of the application".
After that, we will check the content and mail "notification of the result" and "letter of acceptance".
After you review the "notification of the result" and if you are agreeable, we would like you to sign "letter of acceptance" and mail to us.

 
(Q23) Once I sign the letter of acceptance and send back, my concern is whether I can receive further compensation if there are items overlooked to include in the application.
(A23)

As for items you signed the letter of acceptance and agreed upon, if there was an unavoidable reason that resulted in oversight etc, we will discuss the additional compensation with you.

 
(Q24) By reading "letter of acceptance", it looks like I cannot ask for additional compensation other than "damages for incapacity to work". Please clarify.
(A24)

Not limited to "damages for incapacity to work", as for items you signed the letter of acceptance and agreed upon, if there was an unavoidable reason that resulted in oversight etc, we will discuss the additional compensation with you.

 

Others

(Q25) What is the interval of compensation from now on?
(A25)

This time's acceptance of application (subject period is from March 11, 2011 to August 31, 2011) is the first time. We are planning to set the subject period and accept application every 3 months.

 
(Q26) What if I cannot put together necessary documents in submitting the application for compensation?
(A26)

As for certain items subject to compensation, even if you don't have receipts, we will discuss the circumstances and pay the standard amount. If you find receipts exceeding the standard amount, we will make up at the time of next submission (travel expenses etc). As for the details, please refer to "a guide for applying for compensation" or make a telephone call to our call center (0120-926-404).
