On the "TEPCO Business Method" seen in the Third Party Committee Report" on the Tokyo Shimbun p26, 27 dated 8th October, it is described that TEPCO increased subsidiaries by funding raised from "Full Cost Method", and that TEPCO expanded business not related to electricity power by this way. However, acquisition costs, maintenance cost and investment to the group companies, are not included in the Full Cost.
Also, in terms of accounting, they are clearly separated from electricity business.
Subject to the Electricity Business Act, TEPCO has cut electricity price four times since year 2000, and there is no truth in the explanation that TEPCO electricity price to customers are cost padding.
