Submission of final report concerning comprehensive checks on the appropriateness of the inspections carried out by TEPCO at its nuclear power facilities

Tokyo --- Tokyo Electric Power Co. (TEPCO) today submitted the final
report to the Nuclear and Industrial Safety Agency (NISA) concerning
a comprehensive check on the appropriateness of the inspections
carried out by TEPCO at its nuclear power facilities, following the
interim report of November 15, 2002. TEPCO has conducted a full
examination of its nuclear facilities, based on NISA's directions to
check if TEPCO's inspections in the past 14 years were conducted
appropriately.

TEPCO found through the full examination that there was no fraud that
could be a violation of technical regulations, or of the duties to
report to the administrative agencies.

For the full examination, TEPCO has checked up about 8 million pages
of documents and materials on the past inspections owned by TEPCO or
contractors while the total man-days spent for the investigations
reached about 15,000 or equal to 100 people working for 150 days.

TEPCO only identified following errors or omissions in writing as well
as some minor cases of cracks that will neither cause any safety
problems or need to report to the authorities.
- Writing errors or omissions in the reports of its regular inspections
  :15 cases.
- Writing errors or omissions in the reports of its self-imposed
  inspections: 17 cases.
- Inconsistency only in writing between TEPCO's and the contractors'
  reports: 41 cases.

TEPCO has been making strenuous efforts to prevent reoccurrence of
these inappropriate conducts by realizing the four commitments it
announced last September:
1. To improve transparency and the disclosure of public information
2. To create an environment for conducting appropriate business
   activities
3. To conduct more stringent internal audits and to reform the
   corporate culture
4. To thoroughly comply with corporate ethics

TEPCO will continue the inspections at its nuclear power plants as
it has been temporally shutting down its plants one by one for the
tests.
