Press Release (Oct 05,2004)
The Publication of "The Earth, People & Energy:TEPCO Sustainability Report 2004"
We are pleased to announce our recent publication of "The Earth, People
& Energy: TEPCO Sustainability Report 2004". This Report, published
annually since fiscal 1992 as data for information disclosure on the
environment, will be the 13th published by TEPCO so far.

Since FY2001, the Report has included aspects of "Society" and "Economy"
in addition to that of "Environment", an example of our efforts to
enhance the content of the Report each year. This year's Report includes
a Special Feature on "putting heads together on the subject of nuclear
power". Specifically, it summarizes the impact on environment, society
and economy arising from last year's temporary closure of nuclear power
stations, and introduces information on nuclear power in an easily
understandable arrangement. Besides this, the Report also includes a
Special Feature on our progress in fulfilling the "Four Commitments"
with the aim of recovering trust, as reported in last year's Report.

We are also tackling various social tasks under our business philosophy
of "With optimal energy services, we can offer our customers a better
lifestyle and a more comfortable environment ". With respect to these
efforts, we have summarized our company's progress since its
establishment, as well as our future direction and vision, in the form
of a "Roadmap for Sustainable Development".

In preparing this Report, we have always taken account of opinions and
comments from readers and the TEPCO Advisory Committee on Environmental
Affairs (1). This year, however, we have also received the views of
Non-Profit Organizations, which we will incorporate in our studies on
ideal ways of environmental management and our preparation of this
Report. We also introduce the results of the FY2003 Sustainable
Management Rating by the Sustainable Management Rating Institute
(SMRI) (2), in which TEPCO participated last year. These approaches are
aimed at ensuring even greater reliability.

Meanwhile, some of the information previously included (such as the
"Data Section") is now published in the "Internet Version of the TEPCO
Sustainability Report 2004" on our website
We have also produced the pamphlet "TEPCO Environment Highlights", which
summarizes the main points of this Report, as part of our attempt to
diversify means of providing information.

The main characteristics of the Sustainability Report 2004 are outlined
in the Attachment.

(1) TEPCO Advisory Committee on Environmental Affairs: A body consisting
of external third parties (experts, academic specialists, and others).
It gives advice and guidance on issues including TEPCO's initiatives on
environmental problems, and has met every year since fiscal 1993.

(2) Sustainable Management Rating: Rating of sustainability management by
business concerns, with the aim of helping to build a sustainable society
and improve the global environment. It incorporates a dialog-type
examination from viewpoints rooted in Japan's national circumstances and
culture, aiming for more impartial ranking.
