                                                                          ....Appendix
2. Nonconformances Found in the Inspection and Restoration Works Performed after
   the Niigata-Chuetsu-Oki Earthquake

   Based on the "Public Announcement Regarding Nonconformance Found in the Inspection
   and Restoration Works Performed after the Niigata-Chuetsu-Oki Earthquake", the Tokyo
   Electric Power Company, Incorporated (TEPCO) provides this announcement containing
   incidents information reported from April 3rd to April 9th, 2008.

○ Incidents Information (relating to the Chuetsu-Oki Earthquake)
Incidents Information (relating to the Chuetsu-Oki Earthquake)
<Reports from Apr. 3 to Apr. 9, 2008>
Reports from Apr. 3 to Apr. 9, 2008
○ Other Findings • Solid waste storage warehouse: 22,391 drums have been confirmed as of March 17th, 2008. (Announced on March 19th, 2008) • Information on Nonconformances (those related to: the Chuetsu-Oki Earthquake; Grades As, A, B, C, D; and non-graded)
Reports from Apr. 3 to Apr. 9, 2008
• Unit No.7: Partial breakages were found on forks of 2 rotor blades on the turbine-side of 14th-stage of the low-pressure turbine (B) and (C). Investigation of the causes and detailed inspection are going on (announced on March 13th, March 19th, March 27th, and April 3rd, 2008). Visual inspection conducted for forks of rotor blades on the generator-side of 14th-stage of the low-pressure turbine (B) revealed no additional damage. Non-destructive inspection conducted for forks of rotor blades on the generator-side and turbine-side of 14th-stage of the low-pressure turbine (B) resulted in indications on the fork of 22 rotor blades on the generator-side and 50 rotor blades on the turbine-side. Investigation on the cause of the damages and the indication will be continued as well as non-destructive inspections for fixtures of rotor fork of the 14th-stage of the low-pressure turbine (A), (B) and (C). • Unit No.5: The fuel assembly that had been found dislocated from the fuel support was returned to its original location after having been confirmed there was no large deformation. It was then transported to the spent fuel pool (announced on November 12th, November 14th, and November 20th, 2007.) According to the investigation, the cause for the dislocation was assumed to be as follows: - Due to misalignment of the location setting of the fuel handling machine, the channel fastener of the fuel assembly touched the core support plate and swung; - The bottom head of the fuel assembly swung over the fuel support; - The Niigata-Chuetsu-Oki Earthquake aggravated the situation and led to dislocation of the fuel assembly. As corrective actions, we will review the alignment of the fuel handling machine as well as monitor the load on the fuel handling machine at the time of fuel loading and whenever an anomaly is found, we will retry the loading procedure.
