Receipt of Instruction on damage situation of power facilities and restoration situation of off-site power inside and outside of Fukushima Daiichi Nuclear Power Station since the occurrence of the Tohoku-Chihou-Taiheiyou-Oki Earthquake
On April 25, 2011, we received a document*1 from Ministry of Economy,
Trade and Industry (METI) titled "Collection of Reports pursuant to the
Provisions of Article 106, Paragraph 3 of the Electricity Business Act."
We closely investigated damage situation of power facilities, electric
transmission to Fukushima Daiichi Nuclear Power Station (NPS) and
restoration situation of off-site power by urgent measures inside and
outside of NPS since the occurrence of the Tohoku-Chihou-Taiheiyou-Oki
Earthquake. We put them together as a report and submitted it to METI.

Yesterday on May 16, we received an instruction*2 from Nuclear and
Industrial Safety Agency (NISA) of METI titled "Countermeasures based on a
report on records of damage to power facilities inside and outside of
Fukushima Daiichi Nuclear Power Station." Based on the instruction, we
will determine causes that brought about damage situation of power
facilities inside and outside of NPS in the report and those why
protective devices of transmission lines worked and electric transmission
was suspended. We will report the result to NISA.

Regarding the current accident at Fukushima Daiichi Nuclear Power Station
(NPS), based on the fact that you have put together the "roadmap towards
stablizing the situation," we shall order you to report as immediately as
possible the following item regarding NPS pursuant to the provisions of
Article106, paragraph 3 of the Electricity Business Act (Act No. 170 of 
1964) for the purpose of ensuring safety of the maintenance and operation
of the electric facilities to be used for electricity business going 
forward. 

Furthermore, workers must collect information without being exposed to
radiation beyond the necessary level. In addition, in the event that
speedy reporting is deemed difficult, for example in cases when there are
difficulties in recovering reportable information that exist in areas with
high-level concentration of atmospheric radiation, you shall verify the
state of recordkeeping, expected timing for reporting, and other
situations, and report the results immediately. 

If there are grievances regarding this action, pursuant to the provisions
of Article 6 of the Administrative Appeal Act (Act No. 160 of 1962), an
administrative appeal may be made, in writing, to the Minister of Economy,
Trade and Industry within 60 days from the date one day after the day on
which you became aware of the fact that this disposition was made. However,
no administrative appeals may be made when a period of one year has
elapsed from the date one day after the date of this disposition, even if
it is within 60 days from the date one day after the day on which your
company became aware of the fact that this disposition was made.

Following the decision regarding the aforementioned objection, an action
for the revocation of this disposition may be filed against the State
(represented by the Minister of Justice) as defendant, within 6 months
from the date one day after the day on which you became aware of the fact
that a decision was made in response to the aforementioned administrative
appeal, pursuant to the provisions of Administrative Case Litigation Act
(Act No. 139 of 1962). However, no action for the revocation of the
disposition may be filed when a period of one year has elapsed from the
date one day after the day on which the disposition was made, even if it
is within 6 months from the date one day after the day on which your
company became aware of the fact that the disposition was made.

Today on May 16, with regard to collection of a report pursuant to the
provisions of Article106, paragraph 3 of the Electricity Business Act
(Act No. 170 of 1964), we received a report from your company on damage
situation of power facilities, electric transmission to NPS and
restoration situation of off-site power by urgent measures inside and
outside of NPS since the occurrence of the Tohoku-Chihou-Taiheiyou-Oki
Earthquake (Earthquake).
We, Nuclear and Industrial Safety Agency (NISA), determine we have to make
clear causes that brought about damage situation of power facilities
inside and outside of NPS in the report and those why protective device of
transmission lines worked and electric transmission was suspended in
order to utilize study to further enhance reliability of power supply to
nuclear power stations.
Hence, we request that you report the following items to us by May 23,
2011.

1.Results of determination why the following items and other electric
  facilities inside and outside of NPS have caused damage situation since
  Earthquake occurred; especially, you should analyze whether damage
  situation was caused by Earthquake or the tsunami by operation records
  including those just after the earthquake occurred and accident records
  in nuclear reactor facilities stipulated in paragraph 1 of Article 7 of
  Order on Installation and Operation of Nuclear Reactors for Commercial
  Power Generation (Order No.77 of Ministry of International Trade and
  Industry of 1978) regarding the current accident at NPS in accordance
  with the provisions of Article 67, paragraph 1 of Act on Regulation of
  Nuclear Source Material, Nuclear Fuel Material and Reactors (Act No. 166
  of 1957) by records in the report and Nuclear No.1 on April 24, 2011
  dated on April 25, 2011.
