Establishment of an Independent Review Committee on Nuclear Material Protection

We would like to deeply apologize for the series of improprieties at the TEPCO Kashiwazaki-Kariwa Nuclear Power Station that have caused concern and distrust amongst community residents, and society as a whole, such as the partial incompletion of safety measure renovations, the partial loss of function to nuclear material protection equipment, and the unauthorized use of an ID card.
TEPCO is currently appropriating as many management resources as possible to the Kashiwazaki-Kariwa Nuclear Power Station in an effort to ascertain the root causes of these incidents.
In order to remain objective when ascertaining the causes of these incidents, such as incidents pertaining to nuclear material protection, today, we have newly established an Independent Review Committee on Nuclear Material Protection that is comprised solely of people from outside the company who are independent of TEPCO. The aforementioned Commission has been established for the following objectives.
• To assess the validity of cause analysis and fact-finding investigations performed by Tokyo Electric Power Company Holdings, Inc.
• To analyze organizational factors and assess corporate culture including its safety culture and nuclear security culture, and identify signs of degradation pertaining to the incidents being investigated
• To propose remedial measures based upon the corporate culture assessment
The indications and proposals to be received from the Independent Review Committee on Nuclear Material Protection will be leveraged when analyzing the causes of this string of incidents and proposing countermeasures as we engage in drastic reforms.
TEPCO will utilize this opportunity to remember our regrets and the lessons learned from the Fukushima Daiichi Nuclear Power Station Accident as we aim to improve power station safety and work quality with the intent to reincarnate our power stations.
