In anticipation of broader EV adoption, a Tokyo Metropolitan ordinance mandates the installation of EV chargers at a certain scale in newly built condominiums starting April 2025. In line with this, the Tokyo Metropolitan Government offers subsidies not only for EV charging equipment and installation, but also for updating pallets in mechanical parking systems. Outside Tokyo, the national and other local governments continue to subsidize EV purchases, equipment, and installation, while automakers are expanding their EV lineups—so EV chargers are poised to become essential everyday infrastructure in the near future.
For residents of multi‑unit housing considering an EV purchase, the key challenge is "charging at home."
Charging in multi‑unit residences requires: (1) securing installation locations; (2) securing and controlling the required power capacity; and (3) systems to track when, by whom, and how much charging is used, and to bill users accordingly.
To meet charging needs in multi‑unit housing and address the challenges of building charging environments, Tokyo Electric Power Company Holdings, Inc. partnered with Zerova Inc.—an EV charger manufacturer with a strong track record—to develop the EV charging outlet control device "AC EV Distribution Box."
Within "e‑Mobi Charge," an EV charging solution for multi‑unit residences provided by e‑Mobility Power Inc. (a Tokyo Electric Power Company Group company), the "AC EV Distribution Box" supports up to 10 EV charging outlets. It enables app‑based authentication and billing, demand control via round‑robin charging, and scheduled charging. By integrating all required control components into a single package and separating the EV charging outlets, the design increases installation flexibility, allowing smooth deployment even in mechanical parking facilities.
e‑Mobi Charge addresses customer feedback such as "We don't know what types and how many chargers to install" and "Billing for charging is time‑consuming." Offering a wide range of options from installation through operations, we propose optimal solutions that satisfy not only EV users but also residents and condominium management associations—everyone involved in multi‑unit residences.
Additionally, e‑Mobility Power Inc. operates an EV charging infrastructure network that connects over 25,000 chargers nationwide (as of October 2025). Residents of properties adopting "e‑Mobi Charge" can subscribe to the paid eMP membership service to use a single account for charging at private spaces in their condominium and to easily access public charging spots at destinations or along travel routes. We support an EV lifestyle from both home and public charging.
