Each core company within the TEPCO Group appoints dedicated diversity officers who collaborate with relevant departments to ensure effective and timely execution of initiatives. Progress and outcomes are reported on a regular basis.

Women’s Empowerment

We are committed to creating an environment where women can fully realize their potential and thrive.

The TEPCO Group began full-scale initiatives to promote women’s empowerment in 2008.
As of 2022, women represented 13.2% of our workforce.
The proportion of female managers reached 5.9% in 2022, an increase of 4.7 points from the initial level.
Women’s unique experiences and perspectives contribute to leadership and customer trust, driving the TEPCO Group’s growth. We will continue to cultivate an inclusive culture that enables women to maximize their capabilities and play an active role across the organization.

[Action Plan]

By the end of FY2025, we aim to increase the proportion of female managers to 10% across all TEPCO Group companies. To achieve this, we will broaden opportunities for women in traditionally male-dominated workplaces, offer diverse job experiences and targeted training, and foster a culture that empowers women to envision and realize clear career paths.

The TEPCO Group offers a variety of training programs and seminars to support women’s career development. Programs for individuals provide practical insights for long-term career planning and help build confidence and a sense of responsibility for their own career growth. Programs for managers foster a sound understanding of diversity and strengthen skills in organizational management to enhance both work and life.
In addition to company-wide programs, each core business company and organizational unit conducts voluntary training, creating an environment that encourages self-directed learning.

We recognize that enhancing managerial understanding is critical to advancing diversity and inclusion. Accordingly, we have conducted training and surveys, and based on third-party evaluations, we will continue to equip managers to create inclusive workplaces.

Initiatives under the Act on Promotion of Women’s Participation and Advancement in the Workplace

The Act on Promotion of Women’s Participation and Advancement in the Workplace is designed to create an environment where women can fully demonstrate their abilities and thrive in their careers according to their aspirations. The TEPCO Group has developed an action plan under the Act and is committed to creating a workplace where all women can thrive and realize their full potential. These efforts have earned the TEPCO Group the "Eruboshi" certification from the Minister of Health, Labour and Welfare, recognizing us as a leading company in promoting women’s participation and advancement.

Initiatives under the Next Generation Development Act

The Next Generation Development Support Measures Promotion Act (commonly known as the Next Generation Development Act) was established to address Japan’s rapidly declining birthrate and to support the healthy development of children who will lead the next generation of society. The TEPCO Group has formulated an action plan in accordance with the Act. We are continuously implementing initiatives to help employees from diverse backgrounds balance work and family life, aiming to create an engaging and supportive workplace where all employees can fully realize their potential. These efforts have earned the TEPCO Group the "Kurumin" certification from the Minister of Health, Labour and Welfare, recognizing us as a "Childcare Support Company."
In addition, we operate in-house childcare facilities to reduce the burden on employees during child-rearing and to support their smooth return to work.

Promoting Employment and Empowerment of Persons with Disabilities

We are committed to fostering a workplace environment where employees with disabilities can thrive.

In 2008, the TEPCO Group established TEPCO Humming Work Co., Ltd. to provide an inclusive work environment where employees with disabilities can actively contribute. The company supports the TEPCO Group through a wide range of tasks, including printing, gardening, cleaning, clerical work, and dismantling and recycling power meters.
As of June 2023, the employment rate of persons with disabilities stands at 2.59%, exceeding the statutory requirement, and they are actively contributing across workplaces. We are promoting the implementation of the Career and Life Counselor system, fostering an environment where employees with disabilities can excel, and advancing initiatives to create new employment opportunities.

Promoting Understanding of Sexual Minorities

The TEPCO Group respects diversity—including sexual orientation, gender identity, and gender expression, collectively referred to as LGBT—and is committed to creating a workplace where everyone can thrive.

We have introduced the "Basic Operations Regarding Sexual Minorities" manual to foster an environment where everyone can work confidently and authentically. In June 2022, we hosted "TEPCO Rainbow PRIDE" for all employees, featuring a photo contest to express support. Many employees shared their commitment through photographs.
We also organize various internal awareness activities, including training sessions and seminars.
Going forward, we will collaborate with the "Allies in TEPCO Network" to broaden the circle of understanding and support for sexual minorities.

Initiatives Overview
Company-wide Awareness Initiatives We conduct awareness programs through training for all employees and managers. After training, "Allies in TEPCO" stickers are distributed to encourage voluntary understanding.
Respect for Preferred Names Preferred names may be used when reasonable for business operations.
Consultation Services Depending on the issue, employees can consult with the Compliance Desk, Harassment Consultation Desk, or Human Rights Desk.

What is “Allies in TEPCO”?

“Allies in TEPCO” is the name of a supporter group for sexual minorities within the TEPCO Group. Members from various departments come together to share ideas and perspectives, actively engaging in initiatives to foster an inclusive workplace.

In the “PRIDE Index 2023,” developed by the voluntary organization *work with Pride* to evaluate corporate initiatives related to sexual minorities, our efforts were recognized with the highest rating of “Gold” for the second consecutive year. Key initiatives include:

Promoting the Success of Veteran Employees

We support employees with extensive experience and expertise in continuing to thrive beyond retirement.

To promote the active engagement of veteran employees after the standard retirement age of 60, the TEPCO Group has introduced an employment system that allows individuals to continue working—based on their preferences—until the age of 70. Currently, approximately 1,800 veteran employees * are actively contributing by leveraging their skills and experience.
